A person under the age of 18 cannot accumulate employment condition of earnings-related daily allowance starting 1 August 2022
Starting 1 August 2022, persons aged under 18 can no longer accumulate the employment requirement of the earnings-related daily allowance. In addition, earnings-related daily allowance can only be paid from August to persons aged 18 or over, unless the employment requirement has already been fulfilled at the age of 17 and the daily allowance has already been paid before 1 August 2022.
The right to earnings-related daily allowance requires approximately six months of work (i.e. the fulfilment of the 26-week employment requirement) in a job for which an unemployment insurance payment is paid. The unemployment insurance payment is currently mandatory for persons aged 17 and over.
In the future, earnings-related daily allowance will only be paid to persons aged 18 or over
As a result of the amendment, starting 1 August 2022, only members of the unemployment fund aged 18 or over will be entitled to earnings-related daily allowance.
The change does not apply to those who have already fulfilled the employment requirement of earnings-related daily allowance at the age of 17 and have already received earnings-related daily allowance before 1 August 2022.
The employment requirement cannot be accumulated under the age of 18
Starting 1 August 2022, unemployment insurance payments will only start to be collected for 18-year-olds. Therefore, as a member of the unemployment fund, a 17-year-old can only accumulate the employment requirement required for earnings-related daily allowance until the end of July 2022. After that, the employment requirement begins to accumulate only at the age of 18.
However, the weeks meeting the employment requirement that have been accumulated under the age of 18 and before 1 August 2022, will remain for 28 months. They can be taken into account later when you reach the age of 18 and work while being a member of the unemployment fund, accumulating the employment requirement again.
Example
You were born on 8 October 2004 and will be 18 years old on 8 October 2022. You can first accumulate the employment requirement until 31 July 2022. The next you can accumulate an employment condition is from 1 November 2022, because you have reached the age of 18 in the previous month. You can still start paying the earnings-related daily allowance as early as October 8, 2022, if you have already fulfilled the employment requirement before.
