Labour services will be transferred to municipalities on 1 January 2025

The tasks of the labour authorities, TE-services, will be transferred to employment areas formed by municipalities on 1 January 2025. At the same time, the state employment and economic development offices, or TE Offices, will be abolished. The aim of this reform is to enable jobseekers to find employment more quickly and employers to find the skilled workers they need. The change will not affect unemployment security.

Practical changes

As the responsibilities of the labour authorities shift from TE Offices to municipalities, services will continue without interruption, and the changes will not impact the daily lives of jobseekers. If you are already a TE Office client, you do not need to take any action due to the transition, as your customer relationship will automatically transfer to the municipal employment services.

Registering as an unemployed jobseeker from 1 January 2025

From 1 January 2025, registering as an unemployed jobseeker will primarily be done via the Job Market Finland E-services. Registration can be completed before unemployment or lay-off begins, but it is advisable to do so no later than on the first day of unemployment or lay-off. Earnings-related allowance may be paid only for periods when jobseeking is active.

Please note that the E-Service section of the Job Market Finland website will be unavailable at the turn of the year. The service interruption begins on Monday, 30 December 2024, at 8:00 am and will end on Thursday, 2 January 2025, at 8:00 am. The reform will not affect unemployment security

The reform will not change the amount of your unemployment benefits or the payment schedule. Members of Aaria can apply for earnings-related allowance from the unemployment fund in the same way as before. The labour authority will issue a binding labour policy statement about your circumstances to the unemployment fund, which will then make a decision on the payment of earnings-related allowance.
